Fannin BOC Receives Check for Library Fund, Will Not Change Speed Limit Posting

At the Fannin County Board of Commissioners Meeting on Tuesday, Chairman of the Public Library Joe Webb presented the County with a check for the library’s special donation fund.Friends of the library have been helping donate money to the library for the library’s special donation fund since the first of the year. The library started the fund after finding out that they would have to close on Wednesdays due to a short amount of payroll. Since the library itself is cannot accept donations, the library had to set up a special donations fund with the County in order to stay open the extra hours. Webb presented the County with a check of $831.28 to continue to keep the library open.

In the middle of the meeting on Tuesday, Citizen Dean Conrad addressed the board for the consideration of changing a speed limit posting on Hardscrabble Road. Conrad told the board that he felt like a certain speed limit posting on Hardscrabble Road. was “dangerous and illegal”. The speed limit posting Conrad was referring to was a 35 mph speed limit in a curve on Parks Gravel Rd and according to Conrad should be removed because after the posting, a driver is never brought out of the 35 mph speed limit and on the other side of the road there was actually a 45 mph speed limit. Conrad also told the board that there is cause in Georgia law for removal of

“what is considered a nuisance sign”

and that Georgia law 46183

“sets up the changing of the speed limit for County and local authorities.”

Afterwards Chairman Commissioner Bill Simonds began to explain who had the jurisdiction of the County Rd. However, Conrad interrupted Simonds before he could finish explaining the jurisdiction. Simonds then asked Conrad to kindly sit back down, and Conrad said that he would be contacting the governor’s office after the disagreement. Simonds later told FYN that he did not believe that a change was needed for the speed posting and that since it is a County Road, the governing authority of the County has the jurisdiction.

Also in the meeting, the board approved a variance request to Daniel Taylor. The variance request will allow for Taylor to build 30 to 40 foot garages five feet from property lines and 15 inches from Cinnamon Bear Road on property lots on Cinnamon Bear Road. Lastly, the board also approved a rental agreement for a tractor and mower attachments from Mason’s Tractor. The rental agreement of the tractor was for $1,848.13 and will paid for by the County’s SPLOST Road Fund. Fannin County Clerk told Rita Kirby that the tractor will assist the County street department with mowing.
