Fannin BOE Approves July Spending Resolution and More

At a Fannin County Board of Education meeting on Thursday, June 14th, the BOE approved the Fannin County Schools April financial report, two construction projects, a July Spending Resolution, and a Five Year Career, Technical and Agriculture Education (CTAE) plan.
During the meeting on Thursday, the board approved the financial report for the month of April.

Superintendent of Fannin County Schools, Mark Henson, when reading the financial report announced to the board that they had completed 83.33 percent of their Fiscal Year budget, and that total revenues for the schools were 86 percent compared to 92 percent for last year, and total revenues were 76 percent compared to 82 percent of last year. In ten months, total revenues for the Fannin County Board of Education include $23,201,816.68 for a budgeted revenue plan of $27,012,938.00.

However, Henson explained that although it looked like the board was well under budget that in fact that was not the case. Henson said that this was because Fannin County had only recieved 72 percent of their budgeted state revenues, and this figure was low because the Georgia Department of Education is now making payments for the school directly to the Department of Community of Health with the school’s QBE funds on behalf of the school’s employee health insurance. Previously, the Georgia Department of Education would send the money directly to the schoolboard.

The Department of Education made this decision because of cashflow problems at the Department of Community of Health after the Fannin County BOE had already made their budget . Henson said that because of this decision this will cause the school’s revenue and expenditures to be $2,214,083 less that what they budgeted for the FY12.

“We are actually running right even at our budget.”

Henson said at the meeting.

Also at the meeting, the board approved a $37,421.80 bid to Black Mountain Electric Inc to do some electrical work at Blue Ridge Elementary School. The electrical work will be work done to rewire the upper and lower floor classrooms in the old wing of BRES because currently the building is not receiving enough power to use for technology use. The BOE chose to approve Black Mountain Electric Inc because they have done work for them in the past, and they are scheduled to be done with the work before school starts.

“This will help us set up for the future so that we can put more electricity through those buildings and therefore run more technology.”

Henson said of the electrical work.

Afterwards, the BOE approved a bid for Polk County Public Service to install new water efficient toilets and lavatory faucets at Fannin County Middle School as well. The total for the bid is $48,631 and includes faucets that have mechanical springs that will shut off automactically at half a gallon. In total, the new toilets are suppose to save 1.28 gallons per flush and half a gallow per push on the faucets, and because of the savings the BOE is expected to make their money back in a year and a half.

Lastly, at the end of the meeting, the BOE approved a July Spending Resolution and a CTAE five year plan. The BOE decided to approve a July Spending Resolution on Thursday because they have yet to receive their tax digest. The Spending Resolution will allow for the board to make any payments they have to, but will only be for the month of July. Henson said they usually try to have a budget for the next fiscal year by June 30th but because of a three year freeze on property assesments they are having to wait to get their tax digest back before completing their budget.

“Our tax assessors met with us a month ago and asked us to allow them two weeks to review those numbers. I think that is a very prudent thing to do and as I explained Tuesday we have always worked so well with our tax assessors. They have always kept us informed and they always try to do the right thing.”

Henson said.

Following this approval, the BOE approved their yearly CTAE five year local plan. The Career, Technical and Agricultural Education plan includes a five year Carl Perkins local plan for formula grants to be used for career and technical education, and also a one year funding aplication to be used for FY13.
