The Fannin Board of Assessors held a called meeting on Monday, May 5th. The meeting was a normal BOA meeting until the last item on the agenda. Chairman David Lewis stated he was going to read something.
Lewis began reading and would continue for 22 minutes reading a document explaining the BOA point of view on the recent events that have transpired over the past few months.

Lewis was there to address the BOC’s discussion of the BOA’s Corrective Action Plan and the request by the BOC for the entire BOA to resign.

During Lewis’s statements he claimed recent BOC actions were

“planned or politically motivated.”

Lewis went on to say,

“the Performance Review Board indicated that 4 employees has economic factors applied to their property in 2013, however, only 3 could be identified by the BOA for the WinGap reports. Attempts were made to identify the fourth employee going as far as to involve the Dept. of Revenue in the report generation process and requesting in several emails and phone calls that the Dept. of Revenue and the PRB help identify the fourth employee so that the open records request be fulfilled. While a fourth employee was identified by some news media, no one at the DOR has confirmed the identity.”

Why wouldn’t the Dept. of Revenue answer the BOA?

This news media must have been the same story and “virial slander” and “framing” Steve Stanley must have been talking about during the April 22nd commissioners meeting.

Where did FYN get the “fake” card? FYN sent an Open Records Request to the Dept. of Revenue asking for the fourth identity. The ORR was fulfilled by the DOR by sending FYN the cards that are said to be fake. If the DOR will speak with FYN why won’t they talk to the BOA? FYN had no problem getting information from the DOR.

During the April 22nd meeting Stanley said that there was going to be clarification from the DOR that would clear his name. Well, that clarification is back, and to the surprise of Stanley, but not FYN, the State DOR clarifies that Stanley, is in fact the fourth person and the card that FYN showed the public is not a fake. No card was fabricated.

Shown below is the entire clarification. The PRB sent a document to the Commission Chair Bill Simonds with the clarification underlined.

The clarification states

“Three instances of applied economic obsolescence were found on structures owned by employees of the BOA for the tax year 2013; and four employee-owned properties were observed with economic obsolescence proposed on the 2014 property record cards. While these 2014 appraisals were not final assessments at the time of the performance review, each Performance Review Board member believes such information regarding the proposed 2014 appraisals is relevant. In each case, the influence factor of less-than-one reduced the employee’s property value. Since the application of economic obsolescence is undocumented in the CAMA system, this leads to a lack of confidence in the appraisal staff, the appraisal methodology used and the BOA”

FYN did learn that the BOA received the certified letters asking for their resignation on Monday. The next scheduled Commissioners meeting is May 13th at 5:15.
