TVA pledges $50,000 in improvements to land near Blue Ridge Dam

Blue Ridge, Ga. – Christie Arp, Executive Director of the Fannin County Development Authority, announced that TVA (Tennessee Valley Authority) has pledged $50,000 to renovate the grounds surrounding the area of the historic homes located near Blue Ridge Dam.

“This is owned by TVA,” Arp clarified the legalities of the area, “and leased to the county.”

Land near Blue Ridge Dam will see improvements in the near future.

“TVA has committed $50,000 to provide ADA (Americans with Disabilities Act) accessible walkways and some other minor improvements,” Arp said explaining the purpose of the monies devoted to this area.

Among the minor improvements, pads will be poured for picnic tables, and if funds allow, decking could be installed to look out over Lake Blue Ridge.

The county would be responsible for providing the picnic tables, making minor improvements to parking areas, and continuing with maintenance such as mowing.

Arp described this new project as “a really great contribution to the county” that “will help improve an already public area”.

TVA has suggested a start date of the improvements for late July or early August of this year.

Arp did stress, “The houses are considered historic. Nothing is going to happen to the houses right now.”

An update was also given on the county’s SPEC (Speculative) Building located off Highway 5 on Kyle Road.

It was announced earlier this year that the building would be leased by Ed’s Supply Company, Inc. This announcement came just a little over a year after the building’s completion.

Ed’s Supply was founded in Nashville, Tn. in 1957. The primary focus of the company is to provide wholesale distribution of air conditioning, refrigeration, as well as heating parts and supplies across Tennessee, Georgia and Arkansas.

“Construction was funded by primarily grants,” Arp spoke of the progress of the SPEC building, “at a total of around $670,000. The majority of that is grants that will not have to be paid back.”

The SPEC building is under lease and expected to bring in approximately $90,000 in tax revenue.

Of the amount that will have to be paid back, the Development Authority was able to secure a One Georgia Equity Loan in the amount of approximately $230,000. This is an interest free loan with quarterly payments due over a 20 year period.

“Ed’s Supply was able to give me an estimate of roughly $3 million in sales that will be brought to and kept in the county,” Arp spoke of the new tenants. According to Arp this would equate to approximately $90,000 in tax revenue.

Beyond these sales estimates, Ed’s Supply plans to hire employees in the county starting out with six positions with intentions to grow.

“They are investing, with their equipment, with their inventory, along with all the build out of the interior, roughly $1 million,” Arp said explaining Ed’s Supply immediate commitment in signing a 10 year lease with the county.

Fannin County Chairman Stan Helton praised the Development Authority for their hard work in completing all aspects of the SPEC Building project: “I know some of the fellow commissioners in other counties tell me the typical timeframe to fill a SPEC building with a valid company is closer to five years, and you and your board made this happen in a little over a year.”

Post 1 Commissioner Earl Johnson, who has been with the BOC since approval was given on the building project, thanked the Development Authority for working so diligently: “Hopefully some of the people who didn’t believe in it back then, will now look and say that it was a good investment.”

BOC takes steps to improve Lake Blue Ridge Hiking Trail

BLUE RIDGE, Ga. – Fannin County could see improvements to local hiking trails. At the Nov. 28 Board of Commissioners (BOC) meeting, commissioners took steps to help secure funding for the Lake Blue Ridge Hiking Trail.

This area includes the Green Creek Campground. “It’s a beautiful little area, but it hasn’t been utilized in quite some time,” Fannin County BOC Chairman Stan Helton remarked.

“The Development Authority has been working on an arrangement with the Forest Service where we would improve areas, the trailheads, make some ADA (Americans with Disabilities Act) accessibility along this trail,” Helton explained.

Helton went on to say, “This is a recreational trail grant. It is the second one we’ve actually applied for in the county. Maybe that will increase our odds of getting at least one of them.”

If obtained, the county would have to finance the projects up to $200,000. The grant would then make reimbursements to the county for 80 percent of funds spent.

The commissioners unanimously agreed to sign a resolution, which will allow the Development Authority to move forward with the application process to acquire grant money for improvements to the Lake Blue Ridge trail.

Director of Fannin County Parks and Recreation Eddie O’Neal was present at the meeting to submit a five-year contract renewal to the commissioners. This contract renewal would make Coca-Cola the exclusive provider of beverages for Fannin County concessions.

Describing the contract, O’Neal said, “It is just a basic beverage agreement, to re-up our contract with Coca-Cola. They will be basically your sole provider … to continue their service and delivery they provide to us for all the concessions.”

Coca-Cola recently reinstated a program to provide scoreboards for counties who choose Coca-Cola as their main supplier. In the contract renewal, Coca-Cola will provide Fannin County with three new LED scoreboards.

O’Neal informed commissioners that installation would be the only cost to the county. Helton questioned, “And they will do maintenance repairs on the scoreboards for us?”

To this, O’Neal responded that Coca-Cola would indeed be responsible for repairs. Two of these scoreboards will be delivered in 2018, and the third will come in 2019.

Before signing the contract Post 1 Commissioner Earl Johnson discussed the possibility of price increases with the contract and asked O’Neal, “So this is a set price throughout the remainder of the contract?”

O’Neal explained that Coca-Cola had the option of increasing the price by three percent each year, but could not go over that percentage. BOC Chairman Stan Helton motioned to sign the contract, Johnson seconded the motion and all three commissioners approved the renewal of the Coca-Cola contract with the county.

Christmas bonuses for county employees were also approved. Helton and Post 2 Commissioner Larry Joe Sosebee discussed staying with tradition and approving $100 bonuses for all county employees.

Helton asked Johnson for his input on the bonuses to which Johnson replied, “I’m not going to be Ebenezer.” The bonuses were unanimously approved by the board.

Finance Director Robin Gazaway sought approval for the opening of two new bank accounts to earmark certain percentages of SPLOST funds for specific projects.

Gazaway stated, “I wanted to separate the money for each of the different (projects). Right now we have the roads and bridges, and we have the capital improvements. This new one we are going have roads and bridges, capital improvements, recreation department, and the admin(istration) parking deck.”

Sosebee pointed out that separating the accounts would be a positive step and would make for “more accountability.”

Discussion of these accounts lead Johnson to bring forward a long standing issue he has had with the hotel/motel tax being deposited into the general fund.

Johnson would like to be able to present the public with a more accurate account of where this money is being spent. All commissioners agreed this is an issue that should be addressed and would like to discuss setting up a public workshop on the matter in early 2018.

Johnson also took time at the end of the meeting to discuss items brought up at the Nov. 14 BOC meeting. He questioned when the commissioners would address whether or not County Attorney Lynn Doss would represent the entire board or would continue to only represent the BOC Chairman.

Sosebee felt that this matter would be better resolved if addressed after the passing of the 2018 Budget and after the holidays. Sosebee and Johnson agreed to revisit the issue in the beginning of the new year.

Fannin County Water Authority Opts to Sell Old Quarry Property

BLUE RIDGE, GA – The Fannin County Water Authority (FCWA) opted to sell land and equipment to fund future projects in our area.

At their regularly scheduled meeting held on Wednesday, October 18, 2017, discussions continued about the Blue Bird Road addition and Dry Branch Expansion.

The Blue Bird Road project is currently underway. Plans are being finalized and permits are being obtained to begin construction. The project is estimated to begin in late February or early March of 2018.

Carter & Sloope Consulting Engineers were present to discuss possible money saving options with this project. One suggestion that was presented was the possibility of connecting to the Hidden Valley Drive water system. This would eliminate the need for a new Operating Permit.

Board members also voted to move forward with expansion in the Dry Branch area. This project is estimated to cost $200,000 and the funds are currently available through SPLOST.

In an executive session the Board voted on the sale of equipment to the county, with the option of leasing it back from the county on an as needed basis. Board member Zach Ratcliff abstained from voting on this matter.

The property located on Old Quarry Road includes an 8 acre pond.

The county is expected to purchase a 2015 work truck for a price of $20,000 and a Kubota Excavator for $42,000.

Ratcliff noted that the excavator was purchased to complete the Riverwalk project and is no longer needed.

Board member Kay Kendall explained that, “FCWA is moving away from doing our own construction.”

It was also unanimously decided in the executive session that FCWA will sell their land known as “The Old Quarry Property.”

This property, located on Old Quarry Road, is posted for sale on both the Fannin County Development Authority website, and the TVA Economic Development website.

The minimum bid is set at $160,000 with bid increments of $1,000.

FCWA asks that the following instruction be followed in order for successful bids to be considered:

All bids are to be received no later than 4:30 PM on November 14, 2017. Bids are to be submitted to the Fannin County Water Authority, 400 West Main, Suite 101 B, Blue Ridge, Georgia 30513 and are to be clearly marked as “Property bid” so the same will not be opened with general mail. Bids will be opened in the “old business” section of the regularly scheduled meeting of the Fannin County Water Authority on Wednesday November 15, 2017, which meeting is held in the Fannin County Courthouse, Commissioners’ Conference Room, located at 400 West Main Street, Blue Ridge, Georgia 30513, commencing at 2:00 PM. The successful bidder should be prepared to provide proof of funds within ten business days of being notified as to being the successful bid; and to close no later than noon on December 29, 2017.
